What it is
A suspended account loses its services (sites, mail, databases, FTP, cron, containers, console) but can still sign in to see why. A deactivated one cannot sign in. Both are reversible and delete nothing, and both set a state, so repeating them is safe. Bulk operations authorize each account separately and report what changed.
What it is for
Handling non-payment, abuse and support.
Limits
Impersonation needs your own password, ends automatically and the audit trail names both people. Console (shell) access is off by default. A reseller can only act on their own clients.
